Notice of Intent (NOI) for Brand Name Appleton Powertite® Series Receptacles as part of the Duluth Vessel Yard Phase III Repairs construction contract. The Duluth Vessel Yard Phase III Repairs project is located in Duluth, Minnesota.

Description:

The U.S. Army Corps of Engineers (USACE), Detroit District, anticipates publicizing a solicitation for a construction contract for the Duluth Vessel Yard Phase III Repairs located in Duluth, MN. As part of this procurement, USACE Detroit District intends to specify a portion of the acquisition for the brand-name requirement on a sole-source basis under the authority of Revolutionary FAR Overhaul (RFO) 6.103-1(b) One Responsible Source for the Appleton Powertite® series connectors to the Manufacturer, Appleton Grp LLC (Emerson).

The required brand-name elements are the shore-side electrical pin-and-sleeve receptacles. These receptacles are integral components of the vessel shorepower distribution system, providing high-amperage electrical connections for the USACE Floating Plant. They are designed to safely and seamlessly mate with existing vessel power umbilical cords (plugs) without requiring electrical modification, physical plug replacement, or physical retooling of the vessels' systems. Appleton Grp LLC is the sole manufacturer of the proprietary Powertite® series connection systems. The connectors are to be purchased and installed by the prime Contractor or their electrical subcontractors.

The specific brand-name receptacle parts required to be purchased are:

• Appleton Powertite® Series 60 Amp, 600VAC/250VDC, Female Receptacle (Pin-and-Sleeve)
• Appleton Powertite® Series 200 Amp, 600VAC/250VDC, Female Receptacle (Pin-and-Sleeve)
• Matching Appleton Powertite® Weatherproof Spring-Loaded Lift Covers/Caps

A minimum of a one (1) year manufacturer warranty will be required on the purchased connector parts.

This is not a request for a competitive bid. This is not a solicitation, and the information contained herein is subject to change or be eliminated from the requirement. Only firms capable of providing a compatible equivalent product are requested to respond by email. Oral communications are not acceptable in response to this notice.

Interested parties able to source and procure a directly compatible equivalent product may identify their interest and capability in writing to the identified points of contact below, no later than September 30, 2026, at 2:00pm (Eastern).

4. Supporting technical documentation to illustrate the directly compatible equivalent product(s) that safely and seamlessly mate with the existing Appleton Powertite® male plugs.

Responses shall be evaluated solely for the purpose of determining whether or not to conduct this portion of the procurement on a competitive basis. A determination by the Government, based upon responses received from this notice, is solely at the discretion of the Government.
