AI Contract Overview
This solicitation, W912PM26QA029, is an unrestricted Request for Quote issued on April 21, 2026, for dumpster and recycling services at the U.S. Army Corps of Engineers’ Engineer Repair Yard in Leland, North Carolina, and the Snows Cut Operations Area in Carolina Beach, North Carolina. The work involves the regular scheduled collection and removal of Municipal Solid Waste and recyclable materials, with a strict requirement to divert all recyclables from landfills and ensure compliant disposal of non-recyclables under federal, state, and local regulations. The contract is structured as a Firm Fixed Price agreement under FAR Part 12, with a NAICS code of 562111 and a $47 million size standard. Offers are due by May 8, 2026, and must be submitted electronically in PDF format, with separate files for pricing and technical proposals following a specific naming convention. The Government will evaluate offers on a Lowest Price Technically Acceptable basis, where technical acceptability is determined by full compliance with the Statement of Work, SAM registration, and submission of at least two relevant past performance contracts from the last five years; any unacceptable technical rating disqualifies the offer regardless of price. The base performance period runs from June 1, 2026, through May 31, 2027, with options to extend through May 31, 2031, covering multiple line items for dumpster rentals, equipment usage, and hauling services, though no pricing is specified in the solicitation. All award recipients must be active in SAM, have a valid CAGE code, and comply with wage determinations for New Hanover and Brunswick Counties. Additional requirements include adherence to EM 385-1-1 safety standards, OSHA regulations, MIL-STD-129 marking for shipments, and hazard communication protocols. Contractors are also required to implement E-Verify for employment eligibility, provide security awareness training, comply with installation access controls including NCIC-III and TSDB vetting for unescorted access, and conduct annual suspicious activity reporting training. All personnel must wear appropriate PPE, submit monthly invoices via email to the designated payment office, and produce an Annual Waste Diversion Report validating recycling and disposal metrics. The Contracting Officer retains the right to cancel the solicitation, and any modifications must be issued formally in writing.
