This contract solicitation, issued by the USDA Forest Service for the Salmon-Challis National Forest in Idaho, seeks to procure two water trucks with operators to support road preparation and dust control efforts on specific forest roads. The water trucks, each with a minimum capacity of 3,400 gallons and equipped to draft water from unimproved sources, will be used to pre-wet roads prior to the application of magnesium chloride dust palliatives. The solicitation clarifies that the chloride application itself is solicited separately, emphasizing water truck services only. The work will be performed between June 1 and July 10, 2026, with delivery and operations focused on roads Salmon River Road (60030), Stanley-Landmark (40579), and Dagger-Boundary (40568). The contract is set aside entirely for small business concerns under NAICS code 532120, with a size standard of $47 million, allowing all responsible small businesses to submit quotations. The contract follows Federal Acquisition Regulation (FAR) guidelines for commercial item acquisition under FAR Part 12, utilizing a Lowest Price Technically Acceptable (LPTA) evaluation methodology where quotations will be assessed based on technical acceptability and price fairness. Technical acceptability covers schedule compliance, equipment specifications, and adherence to environmental and safety standards including spill prevention and erosion control. The contract incorporates numerous FAR clauses addressing labor standards, ethics, security, and subcontracting. Amendments appended maps and staging details but maintained the established closing date for submissions on May 19, 2026. Delivery terms specify FOB destination at the performance locations, with government inspection and acceptance onsite. Contract administration involves designated points of contact and standard invoicing procedures, though no electronic payment system is cited. The solicitation explicitly prohibits certain unenforceable vendor terms to safeguard government interests, and requires offerors to submit separate technical and price proposals electronically by the stated deadline.
