The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO) intends to award a new sole source contract to AT&T Corp., Oakton, VA. This acquisition provides for operation and maintenance support for the Defense Information Systems Network (DISN) Video Services - Global (DVS-G). The primary purpose of this service is to provide interoperable global unclassified and classified video services and a full-service Video Teleconference (VTC) utility for all DISN users. This sole source action continues this video service through the incumbent contractor AT&T. The resultant contract will be a 60 month (two year base period plus 3 one-year option periods) firm-fixed price contract. AT&T has the unique capability to provide secure video service and VTC due to their ownership of the existing video equipment within the five main hubs. In addition, AT&T owns all proprietary software for the existing service. AT&T is the only vendor with the existing capacity to incorporate dial-up and dedicated Video Teleconferencing Facilities (VTFs), while providing classified support at the level of security required in the time frame available. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who can provide this type of service must indicate their interest in writing with 3 business days of this advertisement. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal.
