Dworshak Skeleton Bay Draft Tube Bulkhead Rehabilitation

The US Army Corps of Engineers, Walla Walla District, is soliciting a firm fixed price contract for the rehabilitation of twelve draft tube bulkheads and associated seal keeper bars at Dworshak Dam. This total small business set-aside project requires the contractor to provide all personnel, materials, equipment, and supervision necessary for the pickup, dry-blast cleaning to white metal, weld repair, and new coating application of the bulkheads. The work must be performed in accordance with strict industry standards, including AWS D1.1 for welding and SSPC SP 5 / NACE No. 1 for surface preparation. Deliverables are scheduled across multiple units, with specific return dates such as January 23, 2027, for Unit 4 and April 19, 2027, for Unit 5. The contractor must be a certified SSPC QP 3 painting contractor or hold an AISC Complex Coatings endorsement and provide a third-party certified coatings inspector at the SSPC-PCI Level 2 or NACE CIP Level 2. Quality assurance is paramount, requiring detailed inspection reports for each bulkhead and the use of magnetic flux thickness gages per ASTM D7091. The government reserves the right to conduct quality assurance inspections at the contractor's facility. Proposals are due by October 30, 2026, and will be evaluated based on price and other factors to determine the most advantageous offer.
