INTRODUCTION       


This announcement constitutes a Request for Information (RFI) to identify potential procurement sources for a contract to manufacture, deliver, and support the Precision Approach Landing Capability (PALC) AN/APN-246 A-Kits for the entire E-2D fleet, including all initial spares.  The A-Kit will consist of: (1) antenna(s); (2) harness; (3) mounting tray; (4) power on switch; and (5) accessories. This A-Kit design is currently being developed under a separate, Non-Recurring Engineering (NRE) contract. This manufacturing project shall not last longer than the existing NRE contract. This effort includes, but is not limited to the manufacture, assembly, and delivery of A-kits for the installation on E-2D Aircraft. The Period of Performance (POP) for this contract is 36 months. The first delivery of retrofit A-Kits is required by 1 November 2027. Additional A-Kit deliveries throughout the POP are required in planned increments for both retrofit and spares to outfit the complete E-2D Fleet and source spares for the fleet.

REQUIRED CAPABILITIES


PALC is an ongoing program to integrate the AN/APN-246 Automatic Carrier Landing System (ACLS) Beacon System to the E-2D Advanced Hawkeye (AHE). This system will provide commonality, redundancy, and required manned/unmanned capabilities in all operational environments. The integration effort will be followed by a complete retrofit of the E-2D Fleet with this capability.

The E-2D program office plans to utilize these A-Kits to support E-2D Aircraft from FY27 through FY40.  The Government will provide APN-5 and APN-6 funding where required to support these efforts. Additionally, the vendor will complete all projects, engineering and logistics services required under this program to support their A-Kit deliveries. Additionally, vendors should address in their submission plans for handling Diminishing Manufacturing Sources and Material Shortages (DMSMS)/Obsolescence for new and/or unique A-Kit components. Interested vendors must meet ISO AS9100 qualification requirements and SECRET clearance access to be eligible for consideration.



ELIGIBILITY


The Government is considering applicable North American Industry Classification (NAICS) code is 336413. The Product Service Code (PSC) is 1680. All businesses, regardless of size, are eligible to reply to this request.



SUBMISSION INFORMATION


It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 2 pages in length, single-spaced, 12-point font minimum) demonstrating ability to perform the tasking listed under the required capabilities.  This documentation must address at a minimum the following:



  1. Company Name; Company Address; Commercial and Government Entity Code (CAGE) Code, Company Business Size, and Point-of-Contact (POC) name, phone number, fax number, and e-mail address.
  2. Company profile to include number of employees, annual revenue history, office location(s), Unique Entity Identifier (UEI) number, and a statement regarding current small/large business status and socio-economic set-aside status, if applicable. If you are a small business, provide an explanation of your company’s ability to perform at least 50% of the tasking described in required capabilities, either individually or along with any combination of small businesses.
  3. Prior/current corporate experience performing efforts of similar size and scope to the tasking described under Required Capabilities Section within the last three (3) years, including contract numbers, indication of whether as a prime or a subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the proposed required capabilities and scope of performance.
  4. Brief statement of interest/capabilities.
  5. Provide any existing technical data licenses of agreements with the E-2D OEM for performance of related tasking or provided documentation of previous A-Kit builds, with concurrence from the OEM, demonstrating the ability to obtain any necessary license/agreement for access to required technical data for this effort. Documents submitted in response to this requirement will not be counted against any page limitations.

Acknowledgement of receipt will be provided. All information submitted will be adequately safeguarded from unauthorized disclosure in accordance with FAR 15.207.
