E-Waste Recycling

Cobb County is soliciting bids under Sealed Bid 27-7012 for the recycling of excess and surplus electronic equipment, including computers, monitors, mainframes, telephones, and related e-waste from various county facilities. The contract consists of an initial 12-month term with options to extend up to a total of three years. Bids must be submitted via the county's eProcurement Portal by 12:00 PM ET on October 8, 2026. The award will be granted to the lowest responsive and responsible bidder, with priority given to in-county and in-state vendors in the event of a tie. The selected vendor is required to pay the county for recycled materials based on quoted prices for CPUs, ferrous metals, peripherals, and non-ferrous metals. Key performance requirements include ensuring that over 98% of all e-waste, including packaging materials like pallets and shrink-wrap, is recycled and that no processed waste enters a landfill. All activities must comply with EPA standards and state and federal hazardous waste regulations. Additionally, the vendor must provide a Certificate of Recycling/Destruction within 30 days of pickup, certifying that all data storage systems were completely destroyed to prevent data retrieval. Contractors must adhere to strict compliance standards, including the Americans with Disabilities Act and E-Verify requirements via a Subcontractor Affidavit. Insurance policies must be issued by a Georgia-approved carrier with a minimum AM Best rating of A- and a financial rating of Class VII or greater. The vendor is responsible for providing all labor, logistics, and packing materials for recycling events. All bids must be signed and submitted electronically, as physical or emailed submissions will not be accepted.
