Larkmead Lane Groundwater Permit Notice of Exemption, permit number E26-00195. The project is a request for a ground water permit to allow for the installation of a new irrigation well to be incorporated into the existing water system at 1160 Larkmead Lane. Installation of the proposed well would increase the total number of on-site wells from three to four (i.e., increasing from two to three wells for irrigation, as one previously utilized well has been demolished) without increasing the quantity of water withdrawn or applied for beneficial use. Water from the irrigation wells would continue to be used for vineyard irrigation on-site and hauled for vineyard and landscaping irrigation to a property located at 2355 Pickett Road and to a property located at 825 Fulton Road for dust control. There are no additional proposed water demands at the project site, Pickett site, or Fulton site with construction of the proposed irrigation well and the new well would not result in a net increase in site water demand. The pre-existing well would continue to provide supplemental water, as a back-up supply, to both Pickett and Fulton, non-contiguous properties, as has historically been implemented to maximize the efficient use of water subject to availability. Additionally, the proposed well would provide a source of failsafe water in the event of quasi emergency conditions (e.g., pump failure, casing issues), and vice versa, and also provide an additional source of water for potential fire suppression and smoke mitigation.
