N0001926R0018 C-130 Depot Maintenance Repair and Overhaul (MRO): Request For Proposal (RFP) The solicitation N0001926R0018 issued by the Naval Air Systems Command (NAVAIR) seeks proposals for C-130 Depot Maintenance, Repair, and Overhaul (MRO) services under a full and open competition structure. The contract is planned as an Indefinite Delivery Indefinite Quantity (IDIQ) award with a five-year base ordering period plus a five-year option period. It targets companies incorporated in the United States and aims for award in the first quarter of Fiscal Year 2027. The updated solicitation revisions transition certain contract line item numbers (CLINs/SLINs) originally listed as Labor Hour and Cost Reimbursable to Firm-Fixed-Price terms, remove some SLINs by reserving them, incorporate new clauses addressing diversity, equity, inclusion (DEI), and item unique identification, and update various technical attachments including the Performance Work Statement and facility and airfield requirements. Key sections related to proposal submission, pricing, and performance work statements have been amended, with electronic proposal submissions reopened and a final due date set for June 22, 2026. Offerors who submitted proposals under the previous amendment may submit change pages reflecting updates instead of full new proposals. The solicitation package and supporting documents are accessible through the U.S. Government Procurement Integrated Enterprise Environment (PIEE) system, with access limited to verified U.S. companies as per SAM.gov registration. The government emphasizes controlled handling of export-restricted and controlled unclassified information, requiring certified DD Form 2345 for technical document access. Throughout the amendment process, updates have clarified requirements, removed or revised specific contract line items, and addressed industry questions. The contract involves comprehensive technical and administrative proposal requirements including executive summaries, pricing volumes, and detailed technical documentation to support the sustained depot-level maintenance and overhaul of C-130 aircraft. Points of contact for questions and requests regarding the solicitation and related documents are provided to ensure offerors can meet compliance and submission deadlines.

The program supports sustainable rotary-wing aviation readiness worldwide, including maintenance surge responses, modification work orders, and reset-like requirements at multiple domestic and overseas locations such as Aviation Logistic Readiness Centers, Combat Aviation Brigades, training centers, Foreign Military Sales, and Light Utility Helicopter units. Contract awards will be two hybrid "C"-type contracts featuring a 90-day transition-in period, one-year base period, nine one-year options, and an additional six-month extension option, evaluated through a best-value trade-off process emphasizing technical capability foremost, followed by cost/price, past performance, and small business participation. Performance requirements demand strict compliance with quality and security standards, including secret clearance for personnel supporting classified avionics and quality control. Deliverables include funds and man-hours expenditure reports using the eCRAFT system, adherence to MIL-STD-130 and MIL-STD-129 for item marking and shipment labeling, and rigorous inspection and acceptance at the origin. Proposal submission is structured into six volumes, with specific page limits and formats, emphasizing technical and past performance documentation free from cost details. The contract emphasizes organizational conflict-of-interest avoidance, security compliance, key personnel management, and mandatory electronic invoicing through WAWF. Finally, periods of performance are delineated across transition, base, and option years with flexibility for multiple locations worldwide, while small business status is identified but no set-aside applies; the award will prioritize the best overall value rather than lowest cost alone.

MH-139A 1200hr and 4-Yr InspectionThe Air Force Materiel Command is conducting a sources-sought request to gather information on potential contractors capable of performing 1200-hour and four-year inspections on the MH-139A Grey Wolf helicopter fleet. This effort is strictly for market research purposes and does not represent a solicitation or commitment to contract. The Government is interested in identifying companies with the necessary facilities, tooling, authorized OEM technical data access, qualified personnel, and robust supply chain capabilities to handle these significant maintenance events, which currently are performed by Government personnel. The MH-139A shares a high degree of similarity with the Leonardo AW139 helicopter, and the Government is exploring transitioning maintenance responsibilities to an external contractor with OEM-level expertise and resources. Interested parties are asked to submit capability statements addressing their qualifications, facility capabilities, tooling and equipment, access to proprietary technical data, and the experience and certifications of their personnel. Additionally, respondents should demonstrate effective supply chain management for parts and consumables to minimize downtime during inspections. The submission should include company details, relevant past performance on rotary-wing aircraft, particularly the AW139, and up to three recent contracts demonstrating similar heavy maintenance experience. Responses are limited to ten pages and must be submitted by July 10, 2026. This information will be used to assess the market and inform future acquisition decisions related to sustaining the MH-139A helicopter fleet.
