Introduction: Pursuant to FAR 13.106-1(b)(1), the 82nd Contracting Squadron, Sheppard AFB, TX 76311 intends to award a firm fixed price purchase order on a sole source basis to: MONACO ENTERPRISES, INC. 14820 E SPRAGUE AVE, SPOKANE, WA 99216-2191 THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1) FAR Statutory Authority cited: FAR 13.106-1(b)(1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization). 2) Brief description of supplies or services required and the intended use: Monaco D-21 Enhanced 911 Dispatch System Upgrade, required to bridge the upcoming 911 system from AT&T to the Monaco D-21 Fire alarm reporting system for mapping. 3) Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This is an upgrade of a system that is already in place. Monaco Enterprises provides the fire alarm reporting system, mapping, and common operating picture for the Command Post, Emergency Operations Center, the MCC and Security Forces at Sheppard AFB. 4) Reason that suggested source is the only source which can provide the supplies or services: There are proprietary data rights that preclude competition. 5) Explain why an adequate purchase description or other information suitable to solicit by full and open competition has not been developed or are not available: A purchase description was developed, but to solicit full and open competition would require knowledge of the proprietary data rights of the existing equipment in order to upgrade. Interested parties may identify their interest and capability to respond to this requirement to the 82nd Contracting Squadron, Sheppard AFB, TX 76311 via e-mail to: elias.johnson-saucier@sheppard.af.mil no later than 12:00 p.m. CST on Friday 09Sep11.
