East Side Farms, Inc. has obtained discretionary approval from the County of Lake for Major Use Permit PL-25-243 to operate a commercial cannabis cultivation project in Middletown, California. The project is located across multiple parcels on Jerusalem Grade and features a maximum outdoor canopy of 50,560 square feet along with a Type 13 self-transport only distribution license. The site infrastructure includes two groundwater wells for irrigation, a 2,100 square foot greenhouse for immature plants, a 3,000 square foot processing building, and existing facilities for drying and harvest storage. The project was approved on July 9, 2026, following a Negative Declaration under the California Environmental Quality Act, indicating no significant environmental impacts. Operational compliance is governed by several comprehensive plans, including a Property Management Plan, a Biological Resources Assessment, and a Hydrogeologic Assessment confirming sustainable groundwater use. A specialized Drought Management Plan mandates water conservation measures and a minimum 10 percent reduction in canopy area and water use during declared emergencies. Strict environmental and safety protocols are required, including the use of bear-proof waste containers, secondary containment for petroleum products, and the maintenance of Material Safety Data Sheets for all hazardous materials. Additionally, the project must adhere to an Air Quality Management Plan with a specific Odor Response Program and ensure ADA compliance through the installation of permeable paver parking.
