The project involves repairing specific structural deficiencies in the Pasadena East Side Storm Drain Channel, which was originally built in the early 1900s and has undergone extensive modifications over time. The primary goal is to extend the lifespan of the existing channel by addressing moderate to severe failure points identified in the City of Pasadena Master Drainage Plan of 2021. Access to the channel is limited, as the entire length is classified as a permitted confined space, complicating repair efforts. This initial phase focuses on the culvert segment between Elmira Street/Wright Avenue and Mentor Avenue/Emerson Street, establishing repair procedures and strategies that will serve as a blueprint for future repairs within the city's storm drain infrastructure. The contract, titled East Side Storm Drain Improvements (76540), was posted on March 17, 2025, with a response deadline of April 11, 2025. It is a solicitation with a project size estimated between five and fifteen million dollars, managed by the Public Works Department, Engineering division of the City of Pasadena, California. The project aims to develop effective repair methods that can be applied to other sections of the East Side Storm Drain and similar infrastructure throughout the city. The primary contact for this project is Janina Lyka Baiza, reachable via email at jbaiza@cityofpasadena.net or by phone at 626-744-3703.

The channel was originally constructed in the early 1900’s and has been modified extensively since the original construction. The project intent is to extend the lifespan of the existing channel and improvement of structural deficiencies in the moderate to severe stages of failure as identified in the City of Pasadena Master Drainage Plan established in 2021. Access to the existing channel is limited and the entire length of channel is classified as a permitted confined space. This is the first phase of the structural retrofit to address deficiencies of the existing culvert between Elmira Street/Wright Avenue, and Mentor Avenue/Emerson Street.
