This project is to adopt and implement an update to the rules and regulations governing the East Turlock Subbasin Groundwater Sustainability Agency's (ETS GSA) implementation of the Sustainable Groundwater Management Act (SGMA) pursuant to the Revised Turlock Subbasin Groundwater Sustainability Plan (Revised Turlock GSP) within ETS GSA's boundaries. The Version 4 Rules and Regulations (see the attached Exhibit 1 to the attached Exhibit B) contain various updates to the rules and regulations, among other things, institute Implementation Guidelines for use of meter and electrical consumption to calculate consumed groundwater use, institute Implementation Guidelines for calculations of recharge proposed to be adopted by the ETS GSA, and clarify provisions governing appeals.
