Solicitation 47PM1020R0024 -East Wing and West Wing Carpet Cleaining Services IDIQ was sole sourced to Blue Construction Services LLC under the authority of FAR Subpart 19.8, and was not synopsized to the Goverment Point of Entry per FAR 5.202(a)(4), which states that synopsis is not required when - The proposed contract action is expressly authorized or required by a statute to be made through another Government agency, including acquisitions from the Small Business Administration (SBA) using the authority of section 8(a) of the Small Business Act." Further, the Small Business Administration, Washington DC district office granted approval to sole source the solicitation to Blue Construction on 7/8/2020. Blue Construction Services, LLC was selected based on the fact that they have performed similar work for GSA and other Federal agencies in a successful and timely manner. Most recently Blue Construction Services, LLC has been providing carpet cleaning services, as well as carpet installation and repair services, at the East and West Wings of the White House. Both GSA and the buildings tenants have been satisfied with the services provided.
