Solicitation # FA8770-26-R-B009-SS2
The United States Air Force is conducting market research via Request for Information FA8770-26-R-B009-SS2 to identify industry capabilities for the integration, sustainment, and license management of its Enterprise Product Lifecycle Management (AF-PLM) solution. Currently utilizing Siemens Teamcenter hosted within the Cloud One environment, the USAF aims to overcome challenges related to fragmented legacy systems and data silos to establish an authoritative source of truth for weapon system data. The scope of work includes the planning, design, configuration, and deployment of core capabilities such as product data management, CAD and Bill of Materials management, and engineering change management, as well as the maintenance of software and hardware within Cloud One IL5/IL6 environments. The government seeks technical approaches for managing Siemens Teamcenter commercial licenses and providing sustainment services that meet strict performance metrics, including a 2-hour response and 4-hour critical incident resolution standard. Compliance with rigorous cybersecurity standards is mandatory, including DoDI 8500.01, DoDI 8510.01, NIST SP 800-171, and DFARS 252.204-7012 for the protection of controlled unclassified information. This RFI is for market research purposes only and does not constitute a formal solicitation or a promise of future procurement. Interested parties must submit responses not exceeding 20 pages by the specified deadline, detailing their technical capabilities, past performance, and estimated costs.

This is a Request for Information (RFI) notice. It is NOT a solicitation for proposals or proposal abstracts. The purpose of this notice is to obtain information, for planning purposes, regarding answers to questions from qualified sources the Federal Highway Administration (FHWA), Office of Federal Lands Highway (FLH) has related to eBidding. We define eBidding as the electronic submittal of contractor-prepared bid documents (including bid prices, representations and certifications, bid signature, bid guarantees, etc.) for sealed bid highway or bridge construction contract solicitations. This notice does not solicit proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this RFI. Respondents are solely responsible for all expenses associated with responding to this RFI. Any information provided in response to this RFI may be used by the government and should not be marked proprietary. A firm's response to this RFI will not influence the evaluation of any proposals potentially requested in the future by FHWA for the requisite services. The Government is conducting market research to: - Seek answers to questions FLH has related to eBidding and determine if implementing a system/service would be beneficial to the agency; - Determine what sources exist that are capable of providing the eBidding service; - Determine the capabilities of potential contractors; - Determine the size and status of potential sources; and - Determine the level of competition. ANY INFORMATION PROVIDED IN RESPONSE TO THIS REQUEST FOR INFORMATION MAY BE USED BY THE GOVERNMENT AND SHOULD NOT BE MARKED Proprietary This Notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information or responses submitted as the result of this Notice. As a result of this Market Research, FHWA may issue a solicitation for related services, at FedBizOpps.gov. Please review this website in the future to locate the related solicitation. Thank you for participating in FHWA's market research.
