The announcement serves as an advanced notification from the Department of Defense regarding the anticipated Request for Prototype Proposals (RPP 19-02) focused on the development and manufacture of an Ebola vaccine prototype under the Medical Countermeasure Systems Research and Development program. This is not a solicitation for proposals or an award announcement but rather informs members of the Medical CBRN Defense Consortium (MCDC) and industry stakeholders of the government's intent to execute project awards through an Other Transaction Agreement (OTA) mechanism. The government previously established an OTA with the MCDC on April 8, 2016, to support prototype projects related to medical countermeasures, and expects that awardees of the upcoming RPP will be chosen from consortium members submitting proposals. The anticipated project calls for white papers and full proposals for the Ebola Vaccine Prototype Manufacture under solicitation number W15QKN-19-Z-044X, classified under NAICS code 541990. Awards resulting from this prototype effort may lead to follow-on production contracts without further competitive procedures, contingent upon successful completion of the prototype phase, in accordance with 10 U.S.C. 2371b(f). The contracting office is located at Picatinny Arsenal, New Jersey, with points of contact available to provide further information. The overall intent is to streamline development of critical medical countermeasures while enabling a quicker transition to production if the prototype demonstrates success.

Solicitation # 19AQMM26Q0469
Solicitation 19AQMM26Q0469 is an unrestricted Indefinite Delivery Indefinite Quantity (IDIQ) procurement issued by the U.S. Embassy Mexico's International Narcotics and Law Enforcement Affairs (INL Mexico) office. The primary objective is to strengthen the capacity of Mexican state and federal crime analysts by providing certification services under the CONOCER Competency Standard, specifically targeting up to 850 analysts in Competency Standard 1599 to improve investigative quality and reduce impunity for high-impact crimes. The contract is structured as a Firm Fixed Price (FFP) agreement with a five-year ordering period running from December 1, 2026, to November 30, 2031.
