The Bureau of Indian Education plans to award a sole source contract to EBSCO Publishing for the renewal of the Business Source Elite and Academic Search Elite electronic databases. These databases, currently installed and in use by faculty and students at Haskell Indian Nations University, provide access to full-text articles from over 3,300 journals covering a wide range of subjects including biology, chemistry, engineering, physics, psychology, and various business disciplines such as marketing, finance, and management. The databases are essential resources for both faculty research and student coursework, and a failure to renew would result in their removal from the university’s library website, limiting access to critical academic materials. This intended procurement is being conducted under FAR 6.302, allowing negotiation with a single source without competition, based on the determination that EBSCO Publishing is the only viable provider. The notice is not a request for quotes but a call for interested parties to express their interest or capability to provide the service, which informs the government’s decision on whether to proceed with a competitive procurement. The contracting office involved is part of the Bureau of Indian Affairs within the Department of the Interior, and inquiries can be directed via email. The contract aligns with the NAICS code 517911, which relates to telecommunications services.
