The United States Navy Ship Mercy, through the DLA Distribution Center San Diego, is acquiring six Haemonetics ACP-215 Automated Cell Processors under the Multiple Award Schedule Program. These specialized units are required to replace aging equipment and support blood storage depots for deployed fleets by providing a safe, automated method to freeze, thaw, and wash red blood cells. Because Haemonetics is the sole manufacturing source capable of meeting these unique requirements, the competition requirement was waived under FAR 8.405-6(b)(1) and DFARS 208.405-1. The processors must be FDA certified and capable of removing glycerol from thawed red blood cells while adding preservative solutions using specific sterile disposable kits to reduce contamination and extend storage by 14 days. Technical specifications require compatibility with shipboard 110 VAC outlets. Additionally, the contract mandates the provision of biomedical repair training to ensure personnel can perform all necessary calibrations and preventive maintenance. This acquisition is identified as the best value and lowest cost alternative to meet the Navy's clinical performance needs.
