Echodyne EchoShield Radar System

The Department of the Air Force, 31st Contracting Squadron, is seeking a single Firm Fixed Price purchase order for the procurement of the Echodyne EchoShield Radar System to be delivered and assembled at Aviano Air Base, Italy. This total small business set-aside acquisition includes four NATO Green EchoShield radars utilizing Metamaterials Electronically Steerable Antenna technology, one Gen 1 Rapid Deployment Kit, and four 36-month software update and technical support packages. The requirement also specifies a one-time assembly instruction block and system training for four to eight personnel at the destination. The EchoShield is a software-defined, cognitive 4D pulse-Doppler radar operating in the Ku-band, designed for multi-domain operations such as counter-UAS and coastal security, featuring high angular tracking accuracy and the ability to track over 1,000 objects simultaneously. The award will be granted to the responsible offeror whose proposal is most advantageous to the government, based on an evaluation of price, technical capability, delivery terms, and past performance. Offerors must submit separate price and technical documents, including specific contractor identification and SAM registration status, by the established deadline. All equipment must be delivered FOB Destination to Aviano Air Base, with the Rapid Deployment Kit packed in no more than three rugged transport cases. Payment will be processed through the Wide Area WorkFlow system. Although the solicitation is active, the government has noted that funds are not presently available, and no award will be made until funding is secured.
