Economic Development Services - Supplemental

Workforce Solutions Borderplex is soliciting proposals under solicitation number FY27001RFP-Informal for supplemental economic development services to align the regional workforce with industry demands across six counties in far west Texas. The scope of work is divided into multiple functional lots, including client services such as case management and job placement, specialized support for youth, veterans, and college students at EPCC or UTEP, and administrative operations like payroll and compliance. The contract is intended for an initial 12-month term with the possibility of four one-year renewals, not to exceed a total of 60 months. Performance may occur at WSB job centers, Power Partner sites, or through approved remote and virtual operations. The award will be based on best value, utilizing a 100-point scoring system where proposals must score at least 70 points to be considered acceptable. A pass/fail fiscal integrity review is also required. Bidders must submit a detailed line-item budget proposal and signed forms via the Beacon Bid portal by December 2, 2026, at 3:00 p.m. MST. All services must comply with the Workforce Innovation and Opportunity Act, 2 CFR Part 200, 2 CFR Part 2900, and guidelines from the Texas Workforce Commission and U.S. Department of Labor. Small businesses and VetHUB certified entities are encouraged to apply, while any entity debarred or suspended from federal funds is ineligible.
