Economic Development Strategic Plan

Charles County, Maryland, recognized as one of the fastest-growing counties in the Washington–Baltimore region, is pursuing transformational economic growth driven by its proximity to Washington, D.C., national defense and innovation sectors, and emerging industries. The County's Economic Development Division (EDD) is focused on fostering a diverse and resilient local economy through strategic partnerships, business retention and attraction, workforce development, rural and agricultural growth, and infrastructure support. Key growth areas include the Western Charles County Technology Corridor, NSWC Indian Head defense and energetics innovation, Waldorf Urban Redevelopment Corridor, and the development of small businesses and MWBE ecosystems. The County’s strategic emphasis currently targets industries such as defense and federal contracting, energetics technology, agribusiness, logistics and distribution, health services, and retail. To support these initiatives, Charles County is soliciting a comprehensive five-year strategic economic development plan. This plan is intended to establish clear priorities, guide program development, define resource requirements, and create performance metrics to measure success. The solicitation, issued by the Maryland Economic Development office, invites responses by April 20, 2026, and is managed locally out of La Plata, Maryland.
