The purpose of this Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through fair and competitive negotiations for Wired and Wireless Network Infrastructure upgrades. The goods and services requested in these documents are part of the E-Rate filings for the Emery County School District for the 2026 funding year.
BACKGROUND Emery County School District will be upgrading / expanding their existing wired and wireless network infrastructure platform. As part of this project, the District will be upgrading or installing Access Points, Switches, Managed Switches, POE+ Managed Switches, Racks, Fiber Cabling, Bulk Cat6a cable, and raceway, to their current wired and wireless networks. Questions or arrangement for a site visit to look at any installation maybe submitted to Doug Johnson, Technology Director, through email at: doug@emeryschools.org. Answers to questions may be shared with other vendors if necessary to provide clarification to the RFP process. All inquiries should be submitted by March 10th.
DUE DATE
Proposals will be received in the Emery County Schools District Offices at the following address: 120 North Main Street, Box 120, Huntington, Utah. All proposals must be received during the posting dates that meets or exceeds the 28 days required by the E-Rate program. The RFP posting will go from February 18th, 2026 to March 18th, 2026. Any proposals received after 5 p.m. the date indicated will not be accepted. It is the vendors responsibility to have sealed bids delivered on time. The district reserves the right to reject any or all bids.
SPECIFICATIONS
Listed below are parts and quantities for proposal. Vendors may submit alternative equipment as long as the equipment is an equivalent make and model or serves a similar functionality. Vendors must have a valid SPIN number that is provided with the quote. The vendor must also have a valid SPAC number by the award letter acceptance date. Vendors can bid on part or all of this RFP. The District will award the bids by each line item or multiple line items. Awarded vendors will receive notice and will participate in a purchasing agreement. Pricing should include all shipping costs. Emery County Schools District reserves the right to adjust quantities prior to purchasing to meet the needs of the District.
PRICING Labor pricing for installation of IAPs must be listed separate. Any ongoing subscription pricing must be listed separate. Licenses and software for the adequate performance of eligible components must be listed separate. The District reserves the right to award the bid to the overall best-qualified vendor and not solely based on lowest price. Price will be the highest weighted factor. If applicable, the vendor shall specify change fees, freight assurance fees, shipping charges, taxes, surcharges and contingency fees for eligible equipment. A manufacturers three-year warranty shall be provided as an integral part of an eligible component without separately identifiable cost.
AWARD OF THE RFP Upon completion of the evaluation process, the District may award the RFP to the vendor whose proposal is determined to be most advantageous to the District. All pertinent District policies and State of Utah purchasing codes and State procurement policies and procedures apply. The District will send out an award contract letter for the vendor to sign as an acceptance. Pricing must be good through July 1st 2024. The Purchase Order will be sent on or near April 1st, after the award contract letter is signed by both parties.
