The Colorado Department of Natural Resources, Division of Parks and Wildlife, is seeking a vendor to design, develop, implement, and provide ten years of maintenance and support for a comprehensive Volunteer Management System under a contract estimated at $540,000 to $640,000 over its full term. The solicitation, issued as RFP-PMAA-20260000000000000016-2 with Amendment #1 released on May 4, 2026, requires proposals to be submitted electronically via the Colorado Vendor Self-Service system or Google Forms by the deadline of May 21, 2026, at 11:00 a.m. MDT. The system must support volunteer and partner record management, user role configuration, data migration, integration with state systems including Proofpoint for email security compliance, and include an accessible, user-friendly interface with learning management capabilities. Proposals must demonstrate relevant experience through work samples and references, and must adhere to Colorado’s Model Information Technology Contract with its incorporated Special Provisions, including mandatory compliance with state IT policies, accessibility standards, and source code escrow requirements. Evaluation is conducted under a best-value trade-off methodology, assessing submission form compliance, corporate background, references, project management approach, proposed team qualifications, technical capabilities, and cost reasonableness—without assigned weights, allowing the state to select the proposal offering the greatest overall benefit regardless of lowest price. A statutory preference is given to Colorado-resident businesses and certified Service-Disabled Veteran-Owned Small Businesses eligible for a 5% price preference, and contractors must comply with audit requirements, including a mandatory process audit within six months of award and every three years thereafter. Payment will be made monthly via ACH/EFT, with invoices tied to firm-fixed-price terms for ongoing support services. Performance is expected within Colorado, and contractors may not assign or delegate obligations without prior written consent. The contract is structured for a base term plus up to nine one-year extensions, with a single award anticipated approximately 60 to 80 days after the proposal deadline, and all proposals must remain valid for 180 days after submission.
