U -- EDUCATION AND TRAINING CENTER (REQUEST FOR INFORMATION)

The purpose of this notice is to perform Market Research forEducation and Training Services at Hanscom AFB, MA, by collecting and assessing relevant market research information to determine whether there are capable commercial sources in the marketplace. The current Education and Training function includes: Providing all personnel, tools,materials, supervision, and other items and services necessary to performthe management and operations of the Education and Training function for Hanscom Air Force Base, its tenant units, Geographically Separated Units(GSUs), and support for other off-base activities. Functions include Support Services: customer service, information and records management which is accomplished utilizing Department of Defense specific software,and classroom management. Will also be responsible for maintaining a web-site, all marketing, and providingEducation and Training briefings. Provide overall management and administration of Distance Learning and Computer Based Training. Functions also include Education Services: Instructional Program Management,transcripts, administering the Air Force Tuition Assistance Program, funds reimbursement and advisement on both academics and Professional MilitaryEducation (PME). Administer all Professional Military Education programs. Functions also include providing Training Services: Manage all educational and training programs, develop and administer local and MAJCOM/AF training surveys for mandatory and non-mandatory training; Short term training andformal Civilian and Military Training. Manage the Enlisted Specialty Training and On-the-job training program to include data management.Interested parties are asked to submit capability statements (not to exceed 10 pages in length)expressing their interest. In addition, we welcome comments on industry practices and standards for this effort or similar commercial efforts to include but not limited to contract clauses and provisions, method of quality control and assurance to ensure customer satisfaction and how is contract performance measured against a contract requirement, amount of transition time needed for full and effective performance on a new contract and any other information pertinent to this effort. The industry practice and standards information is excluded from the 10-page capabilities statement limit.
