Full Description

DCSA is the primary investigative service provider for the Federal Government, conducting 95% of all background investigations for over 100 agencies. This acquisition will fulfill the Federal Investigative Standards (FIS) and the Federal Personnel Vetting Standards (FPVS) requirement to obtain educational data and verification for each degree and/or period of education listed within the scope of a subject's background investigation. Specifically, the proposed contract action will provide the DCSA Federal Investigative Records Enterprise with education verifications through NSC for all participating educational institutions, claimed within the available jurisdictions, while appropriately safeguarding the confidentiality of data exchanged. Approximately 3,700 colleges and universities partner with NSC, covering 97% of the enrolled student population, and NSC's DegreeVerify program provides access to information on over 95% of all postsecondary degrees in the United States. Educational institutions have been consolidating degree and attendance verification services through NSC for cost savings and ease of access by parties needing this information, including potential employers, Government agencies, and the subjects themselves. The majority of post-secondary educational institutions verify education solely through NSC, making it both a critical and efficient resource for DCSA in conducting background investigations, and in producing consistent, timely, quality investigative products. The period of performance will contain a twelve (12)-month base period, plus two (2) 12-month option periods.

DCSA INNOVATION GATEWAY
Solicitation # HS0021-26-CSO-DCSA
The Defense Counterintelligence and Security Agency (DCSA) Innovation Gateway, solicitation HS0021-26-CSO-DCSA, is a commercially focused initiative designed to partner with creative companies to solve critical mission challenges through prototype projects. Operating as a general announcement from June 23, 2026, through June 22, 2031, the program focuses on four primary technical priorities: Digital Transformation Enablement, Data Integration and Advanced Analytics, Cyber and Industrial Security, and Digital Workforce and Governance. Awards are issued as Other Transaction Agreements (OTA) in accordance with 10 U.S.C. 4022, requiring participants to be nontraditional defense contractors, small businesses, or provide significant cost-sharing. The procurement process is driven by separate Innovation Calls published via Sam.gov, and the government will only review proposals submitted in response to these specific calls. Interested parties must submit a Solution Concept Paper using the mandatory template, which is evaluated based on problem understanding, proposed concept and vision, and technical approach. The selection process consists of three phases: evaluation of concept papers, an optional full project proposal or demonstration, and collaborative negotiation for the final award. To be eligible, vendors must maintain active registration in the System for Award Management (SAM) and the Procurement Integrated Enterprise Environment (PIEE), possess any required security clearances specified in the call, and mitigate any organizational conflicts of interest.
