The contract involves a sole source modification to the existing agreement with Scholastic, Inc., aimed at continuing the development, manufacturing, distribution, and marketing of educational print and online materials targeted at over 10 million middle and high school students. The primary focus is to support classroom reading experiences by delivering content that highlights the latest research from NIDA on drug abuse and addiction. This modification extends the contract for up to 12 months, primarily to complete the third insert of educational magazines for the 2014-2015 academic year and to carry out the production and distribution of related materials for that period. The work covers both print and online mediums as part of completing the current contract cycle, with a new award anticipated for Fiscal Year 2015. The sole source modification is issued under Federal Acquisition Regulation (FAR) authority, citing only one responsible source as justification. While this notice expresses intent to award without competition, it also invites interested parties to present their capabilities within fifteen days of the posting date. Responses must demonstrate a bona fide ability to meet the contract requirements but do not guarantee competition, as the decision not to compete rests solely with the Government. NIH/NIDA will not cover any costs incurred by respondents. Key contacts for the contract include Patrick Kenney and Contracting Officer Kenneth E. Goodling.
