The Idaho Office of the State Board of Education is seeking a one-time exemption from competitive procurement to continue utilizing Devmecca Services for the maintenance and support of its Online Academic Program Review, Approval, and Inventory System. This request, posted on March 6, 2024, with a response deadline of March 11, 2024, is based on the fact that Devmecca developed the proprietary system and the agency believes a loss of data or a transition to a new vendor would be catastrophic and impractical. The procurement is governed by IDAPA 38.05.01.042.10, and the final decision to grant the exemption rests with the DOP Administrator. The scope of work involves software licensing, implementation across five phases, and ongoing maintenance to support the oversight of academic and Career and Technical Education programs. The financial structure includes a license fee of 58,000 dollars, implementation costs of 164,000 dollars, and annual maintenance fees ranging from 14,000 to 18,000 dollars for the first five years. The total estimated contract value ranges between 298,000 and 354,000 dollars, depending on the exercise of renewal options for years six through nine. Performance is tied to the successful completion of technical phases and the maintenance of historical data essential for state oversight.
