AI Contract Overview

The Idaho Department of Water Resources is seeking a one-time exemption from competition to procure ongoing support and maintenance for MIKE Hydro Basin software from DHI Water and Environment, Inc. This non-competitive procurement is justified under IDAPA 38.05.01.042.10 due to the software's uniqueness and the agency's reliance on critical legacy hydrologic models in the Upper Salmon Basin. The agency asserts that migrating to alternative software would be technically impractical and prohibitively expensive, as DHI Water and Environment, Inc. is the exclusive provider authorized to distribute and support the software in North America. The current period of performance runs from April 13, 2024, to April 13, 2025, with a quoted annual cost of 3,840 dollars for two units. While the immediate quote is for one year, the agency has provided a five-year cost estimate of approximately 20,000 dollars to account for potential renewals. The procurement is managed by Glyn Roberts and is focused on maintaining operational continuity for streamflow prediction, rainfall-runoff modeling, and salmonid habitat analysis in compliance with the Lemhi Settlement Agreement.
