AI Contract Overview

The Idaho State Public Defender is moving to secure On-Demand Remote Interpreting (OPI & VRI) and Document Translation services through Corporate Translation Services, Inc. (doing business as Language Link) due to the upcoming expiration of the current NASPO statewide contract set for May 3, 2025. In order to maintain uninterrupted communication services for clients involved in criminal cases, the agency is requesting exemption from the standard competitive bidding process, citing the urgent need to ensure continuity until a new contract is established. This interim contract, valued at $15,000, is structured as a one-time procurement, active only until the new statewide agreement is finalized. The services will be delivered as needed across the state of Idaho for the Public Defender’s office. The exemption from competitive procurement is justified on the grounds of impracticality and urgency, and while suppliers may submit feedback or relevant information, the decision regarding exemption will be at the discretion of the Department of Purchasing (DOP) Administrator. The approach is designed to safeguard necessary client services in the face of a temporary lapse in the statewide contract.

The Idaho State Public Defender has requested an exemption from competition for the purchase of On-Demand Remote Interpreting (OPI & VRI) and Document Translation. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator’s decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency’s request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing contact@example.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
