AI Contract Overview
The Government is soliciting offers under a Firm-Fixed Price (FFP) contract for the Engineer, Furnish, Install, and Test (EFI&T) of a 24-strand single-mode fiber optic cable system between ITB7320 and CN7318 at Dyess Air Force Base, Texas. This solicitation, identified as FA466126Q0024, is a Total Small Business Set-Aside under FAR 19.5, with NAICS code 238210, and is being conducted as a Limited Competition RFQ where no written solicitation will be issued beyond this announcement. Offers must be submitted exclusively via email to two designated points of contact no later than 1:00 p.m. CDT on July 21, 2026, following an amendment that extended the original deadline from July 17. Proposal submissions must include a signed pricing sheet and a detailed technical plan addressing the Statement of Work, which outlines requirements for new, non-refurbished materials, underground conduit installation, fusion splicing, proper termination at fiber optic distribution panels, and strict adherence to TIA, RUS, NFPA, and OSHA standards. A Site Visit is scheduled for July 8, 2026, requiring prior RSVP by July 7, and all questions must be submitted by July 10. Evaluation will follow a Lowest Price Technically Acceptable (LPTA) methodology, where proposals must first pass a pass/fail technical review on critical items including use of correct materials, compliance with the 90-day performance period, submission of an accurate Bill of Materials, as-built documentation, butterfly drawings, and GIS geospatial data with ±3-foot accuracy. Failure to submit the BOM renders a proposal technically unacceptable. Award will be made to the lowest-priced offer that meets all technical requirements with no trade-offs permitted. Contract administration will be managed through WAWF using the DoDAAC F87700 for payments. Special requirements include mandatory escorting of all contractor personnel on-site, submission of a Confined Space Program and AF Form 103 for digging activities, strict prohibition of ozone-depleting substances, and compliance with cybersecurity and supply chain risk clauses including NIST SP 800-171 and prohibitions on covered telecommunications equipment. All fiber optic cable and equipment must be new and packaged to prevent damage, with permanent labels conforming to TIA-6
