EFS Program Support Bridge

The scope of this requirement includes services supporting the administration, operation, management and improvement of information technology (IT) program management functions conducted by the DHS FSM EFS. The range of services include IT engineering and service management support, management advisory service support, and functional clerical/administrative support. Required knowledge and skills include, but are not limited to software engineering, technical and functional testing, operational/production support, business process re-engineering, change management/communications, IT program portfolio management, IT program governance/compliance, and administrative support to the FSM EFS. The scope is limited to supporting Department headquarters-level requirements and excludes performance of financial systems modernization requirements for agencies, directorates and offices (“Components”) other than the EFS, including services procured under separate contract(s) for systems integration (SI), implementation, operations and maintenance.
This requirement is not for system integration efforts. As Components move into the implementation phase of their FSM efforts, they will leverage a System Integrator (SI) contract vehicle to obtain system integration support. The contractor retained under the separate SI contract vehicle is responsible for executing the system integration effort and directly supports the Component undergoing the implementation. The contractor who is awarded a contract under this Statement of Work (SOW) will not be responsible for performing actual system implementation activities. Under this contract, the contractor shall support the operations of the DHS FSM EFS.
