66 - FMS Repair - Control Display Unit
Solicitation # N0038326QF165
The U.S. Navy, through NAVSUP Weapon Systems Support in Philadelphia, is seeking a sole source repair for one Control Display Unit with National Stock Number 6605-016040696 and part number 292A860-3, designated as a Critical Application Item under FMS Case SR-P-MAL. ASR-8 and ASR-9 Encoders
Solicitation # 6973GH-26-MS-00006
The FAA is seeking information from potential vendors capable of supplying ASR-8 and ASR-9 encoders, critical components used in radar antenna systems for azimuth position tracking within the National Airspace System. These encoders, identified by specific part numbers and NSNs, are currently manufactured exclusively by Sensor Systems LLC and are formally approved under FAA configuration management control. Due to the lack of alternative suppliers, qualifying a new source would involve extensive engineering, testing, and production delays that risk prolonged outages at multiple FAA facilities. This market survey is not a request for proposals but rather a tool to assess the availability of qualified competitors and determine if set-asides for small businesses, service-disabled veteran-owned small businesses, or 8(a) certified firms are feasible. The NAICS code is 334511 with a small business size standard of 1,350 employees. Interested vendors must submit a detailed capability statement including proof of rights to use OEM data, evidence of qualification and manufacturing capability, past performance details, and a copy of ISO 9001:2015 certification. Proof of active registration in SAM.gov is mandatory, and vendors claiming 8(a) or SDVOSB status must provide applicable certification letters. Responses must be emailed to the designated point of contact by August 14, 2026, at 2:00 pm CT and must be clearly marked with the solicitation number 6973GH-26-MS-00006. The FAA will not compensate vendors for costs incurred in preparing submissions. This initiative supports the FAA’s acquisition planning process and aims to identify viable sources to ensure continuity of critical radar system components. Additional support through the DOT Short Term Lending Program is available for eligible small and disadvantaged businesses seeking working capital for transportation-related contracts.

Expeditionary Very Low Frequency (ExVLF) Transmitter System
Solicitation # N0003926RB004
The U.S. Navy is seeking industry proposals for an Expeditionary Very Low Frequency (ExVLF) transmitter system capable of delivering continuous, high-reliability VLF communications to maritime and shore-based assets via a tethered aerostat antenna. The system must be fully containerized within a 20-foot ISO freight container, hardened for deployment in rugged, multi-environment conditions, and designed for rapid relocation and 24/7 operational readiness. Key components include a high-power RF transmitter with automatic impedance tuning to interface with government-furnished Wireless Communications Aerostat systems, a modulator capable of generating precise VLF waveforms, a unified command and control architecture for local and remote operation, a deployable mast and feedline, and a ground plane system to enable efficient radiation. Interoperability with existing government-furnished equipment, including power systems, logistics vehicles, and flight pads, is mandatory, and the system must comply with strict cybersecurity and information assurance standards, including support for classified environments and TS/SCI cleared personnel. The Navy encourages innovative solutions incorporating modern technologies such as AI-powered predictive maintenance, automated tuning, self-healing software, hot-swap components, and immersive training tools like digital twins and augmented reality to reduce sustainment burden and enhance operational resilience. Proposals are welcome with or without an integrated Mobile Power Delivery System, and applicants are urged to demonstrate commercial viability, provide rough order of magnitude cost estimates, and outline a path for prototype development under the NAVWAR Commercial Solutions Opening process. This solicitation is open to both traditional and nontraditional defense contractors, with preference given to those who can meet the statutory requirements for Other Transaction Authority, including significant non-Federal cost share and participation by small businesses or nontraditional contractors. Responses must be submitted as solution briefs, limited to five pages or fifteen slides, via the PIEE portal by August 13, 2026, and may lead to a prototype award with potential for direct, non-competitive follow-on production contracts under 10 U.S.C. 4022(f). Compliance with Section 889 of the NDAA and restrictions on the use and disclosure of proprietary data are required.

Notice of intent to award a sole source modification to NMT-X Contract N0003925D2002
Solicitation # N0003925D2002_0001
The Naval Information Warfare Systems Command (NAVWAR), supporting the Program Executive Office for Command, Control, Communications, Computers, and Intelligence (PEO C4I), plans to award a sole-source modification to contract N00039-25-D-2002 with Raytheon Company, managed by Collins Aerospace. This modification, valued at an additional $352.39 million, will fund engineering services to upgrade the Navy Multiband Terminal (NMT) to enable interoperability with the U.S. Space Force's new Evolved Strategic SATCOM (ESS) satellite constellation. This upgrade includes both hardware and software enhancements necessary to achieve full NSA certification for ESS requirements. Raytheon, as the original designer and manufacturer of the NMT, is uniquely qualified to deliver these modifications due to their exclusive production technology and engineering expertise. The original contract was awarded on September 25, 2025, with a five-year ordering period and a potential five-year option extending work through September 2035. The NMT system serves as the primary Advanced Extremely High Frequency (AEHF) satellite communications terminal for U.S. Navy ships, submarines, shore sites, and international partners. The sole-source modification follows authority granted under 10 U.S.C. 3204(a)(1) and FAR 6.103-1, as implemented by a specific class deviation, given that no other source can meet the technical and operational requirements. While this is a notice of intent to award without competition, interested parties may submit their capabilities within 15 calendar days for consideration, although the government retains discretion over whether to open the procurement to competition. The contract’s period of performance remains unchanged, and the NAICS code for the requirement is 334220, with the PSC code 7G22 indicating specialized satellite and radio frequency communications equipment.
