NOTICE OF INTENT FOR OTHER THAN FULL & OPEN COMPETITION REQUIREMENT There is a requirement for an additional 4,000,000 USG of Turbine Fuel, Aviation (JA1), NSN 9130-00-753-5026, to be delivered FOB Origin via pipeline to Eielson AFB, AK from July 1, 2017 to September 30, 2017 with a 30 day carry over period. Due to the nature of the specific product and location, this requirement has been identified for non-competitive contract action and will be handled under the authority of FAR 6.301-1. Petro Star Inc. (PSI) is identified as the only source that has the ability to deliver large quantities of jet fuel consistently and reliably to a remote activity like Eielson AFB. It is DLA Energy's intent to modify the current contract award with PSI (SPE600-16-D-0503) and add the additional volume to the contract's remaining volume and existing period of performance. A sources sought was conducted previously on August 2, 2016 for this specific product and location when originally procured and a new sources sought was conducted on April 14, 2017 this year for the new annual requirement's period of performance (October 1, 2017 to September 30, 2018) for this product and location. No alternative sources of supply were received for either sources sought. Since the most recent sources sought indicates there is currently no alternative source to date, an additional sources sought will not be issued in association with this requirement. Other interested parties may submit a capability statement, indicating their logistics, supply chain and assets that would be able to meet the required delivery of large quantities of jet fuel on an FOB Destination basis consistently and reliably throughout the period of performance. Interested parties should submit a capability statement to the POC as soon as possible, but not later than June 9, 2017. This notice of intent is not a request for competitive proposals; however, all capability statements received by the closing date will be considered by the Government. A determination by the Government to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
