El Camino Memorial Park Secret Canyon

The City of San Diego is implementing an amendment to Conditional Use Permit No. 94-0312 for a 5.3-acre expansion of the El Camino Memorial Park located at 5600 Carroll Canyon Road in the Mira Mesa community. The project aims to add 4,500 new burial sites and is structured in two phases: Phase 1 involves the construction of a 25-foot wide by 75-foot long bridge, a roadway extension, and grading for 1,000 burial areas; Phase 2 focuses on fine grading for the remaining 3,500 burial sites and the installation of sod and irrigation. Additional infrastructure includes stormwater management features, biofiltration systems, and ADA-compliant curb ramp improvements along Carroll Canyon Road. The project has undergone extensive environmental and technical review to comply with the California Environmental Quality Act, resulting in a Final Mitigated Negative Declaration. Key technical findings include a floodplain analysis confirming negligible impacts on Secret Canyon and Flanders Canyon Creeks, a geotechnical assessment confirming site stability with a safety factor of 1.5 or greater, and archaeological reports ensuring the protection of cultural and tribal resources. Compliance requirements include full-time archaeological monitoring during soil-disturbing activities and adherence to FAA height restrictions for MCAS Miramar. Project oversight is managed by the City of San Diego Development Services Department, with the Resident Engineer and Mitigation Monitoring Coordination serving as primary points of contact for inspection and bond release.
