El Dorado Hills Incorporation Project

The El Dorado Hills Incorporation Project, led by the El Dorado Hills Community Services District, involves the formal incorporation of the City of El Dorado Hills in western El Dorado County, California. The project encompasses approximately 18,200 acres, including the service areas of the El Dorado Hills and Rolling Hills Community Services Districts, the El Dorado Hills Business Park, and adjacent lands. The primary objective is to transfer local governance and land use authority from El Dorado County to a newly elected City Council and city government. This transition is administrative in nature and does not include any construction, physical alteration of the environment, or changes to existing zoning and land use designations. In compliance with the California Environmental Quality Act, an Initial Study was conducted which determined that the project would have no significant adverse environmental impacts. Consequently, a Negative Declaration was adopted, and a Notice of Determination was filed on September 11, 2026. The public review period for these environmental findings took place from July 17, 2026, to August 17, 2026. Administrative actions associated with the project included the payment of filing fees to the California Department of Fish and Wildlife and the El Dorado County Recorder. The project is managed by Stephanie McGann Jantzen, General Manager of the El Dorado Hills Community Services District, with program support from Jonathan Teofilo of ESA.
