AI Contract Overview
The contract specifies the procurement of 168 units of a 90-degree, short-radius elbow made from 90/10 copper-nickel material, with a nominal pipe size of 1-1/2 inches and socket-weld connections on both ends. The item is identified by NSN 4730-01-463-7043 and is subject to stringent technical and quality requirements referenced from the DLA Master List of Technical and Quality Requirements, which governs compliance for both manufacturers and non-manufacturers. The delivery is due within 168 days of award, and full and open competition applies. Strict prohibitions are in place against the intentional use of mercury or mercury-containing compounds, except for specific functional applications such as batteries, sensors, or instrument components approved by NAVSEA, and portable mercury-containing devices must include a second containment boundary. Additionally, Class I ozone-depleting chemicals are entirely banned from use in any supplied items, overriding all other specification requirements except SPE7M2-26-T-5521. The supplier must provide a Certificate of Quality Compliance for each manufacturing lot, prepared in accordance with the Supplemental Quality Assurance Provision, and must submit electronic copies to the iRAPT system via the Receiving Report’s Attachment tab. Government inspection at origin is required, with the supplier required to have the COQC available for review during acceptance, and the Government representative may sign off on the WAWF receiving report upon confirmed compliance. All data and documentation obligations are included in the item's price, and the point of contact for the procurement is David Larsen of the Department of Defense’s Nuclear Reactor Program.
