AI Contract Overview
The contract specifies the procurement of 258 forged steel 90-degree pipe elbows with a 1-1/2 inch nominal pipe size, socket-welding ends, and a 3000 PSI pressure rating, manufactured to meet ANSI standards for forged steel fittings. The item is designated for use on Trident submarines and is identified by NSN 4730-00-833-0291. Strict material prohibitions are enforced: Class I ozone-depleting chemicals and intentional use of mercury or mercury-containing compounds are banned, with limited exceptions for functional applications in batteries, lights, sensors, or weapon systems, which must meet specific containment requirements. The manufacturing process must use forging, and tooling details must be coordinated with DLA’s Aviation, Land, and Maritime Supply Chains. All supplies must be packaged and marked per MIL-STD-2073-1E and MIL-STD-129, with barrier bags heat sealed for cleanliness; DLA requires reduction of plastic packaging without compromising protection. Palletization must comply with RP001, and items must be labeled with special marking code 24 indicating “Open for inspection or use.” Inspection and acceptance occur at the destination facility in New Cumberland, Pennsylvania, under a FOB Origin delivery term with a 165-day delivery schedule, original due date of August 10, 2026, and a need ship date of November 3, 2026. Sampling must follow MIL-STD-1916 or a comparable zero-based plan, with critical, major, and minor attributes assigned verification levels VII, IV, and II or AQLs of 0.1, 1.0, and 4.0 respectively; zero non-conformances are required in samples unless otherwise stated. Contract compliance is enforced through FAR and DFARS clauses including 52.216-1 (Type of Contract), 252.204-7020 (NIST SP 800-171 cybersecurity requirements for CUI), and 252.232-7010 (levies on payments). The contract mandates use of WAWF for invoicing, and offerors must hold valid UEI and CAGE codes, provide socioeconomic status representations via SAM.gov, and affirm compliance with trafficking in persons, employment eligibility, and equal opportunity provisions.
