The Naval Surface Warfare Center Indian Head Division intends to award a sole-source, firm fixed price contract to ETS-LINDGREN Inc. for the repair of three specific electric field probe units: HI-6006, HI-6053, and HI-6023, each requiring one unit of repair. This action is justified under FAR 13.301(b) and 10 U.S.C. 3204(a)(1) because ETS-LINDGREN is the only known source capable of meeting the government’s technical requirements for these proprietary probes, and no competitive solicitations will be issued. The NAICS code for this requirement is 334515 and the FSC code is J052. The notice explicitly states it is not a request for quotes and no bids will be accepted unless a vendor can provide clear and convincing evidence that competition would be advantageous to the government. All responses must be submitted in writing by June 8, 2026, at 10:00 a.m. EST to Shannon Cloud-Wooten via email, must originate from a registered SAM entity, and oral communications are not permitted. The government retains sole discretion over whether to proceed with noncompetitive award and will not reimburse any costs incurred in responding to this notice.
