Electrical and Electronic Properties Measuring and Testing Instruments

Description

Naval Air Warfare Center Weapons Division is conducting market research to identify capable sources for an integrated radio-frequency (RF) test-equipment capability supporting aircraft electronic-warfare system integration and test.

The Government requires a complete solution capable of:

1. Importing, storing, processing, streaming, and playing back the Government’s existing I/Q data files;
2. Recording and Generating RF signals from applicable I/Q data while preserving required data integrity and signal fidelity;
3. Interfacing between the I/Q recorder, RF signal generator, and the Government’s existing signal and spectrum analyzer test architecture; and
4. Providing all required hardware, software licenses, interfaces, cables, installation, integration, and support necessary for an operational configuration.

The Government’s existing test architecture includes an R&S FSW67 signal and spectrum analyzer requiring a digital-I/Q streaming-interface upgrade. The anticipated solution must support interoperability between the existing analyzer, the I/Q recorder, and the RF signal-generator configuration.

The Government possesses an existing library of R&S-format I/Q data files that must be usable within the required test architecture. Proposed solutions must identify any conversion, translation, preprocessing, or additional hardware/software necessary to use the Government’s existing files. Any proposed data conversion must preserve the required data integrity, metadata, timing, sample rate, bandwidth, phase coherence, and signal fidelity.

The Government is seeking information to determine whether sources other than the original equipment manufacturer can provide a complete solution meeting the Government’s minimum requirements. This notice is issued for market-research purposes only and does not constitute a solicitation, request for proposal, request for quotation, or commitment by the Government to award a contract.

Minimum Performance Information

Interested sources shall address their ability to meet the following Government requirements:

• Compatibility with the Government’s applicable R&S-format I/Q data files;
• I/Q import, storage, processing, streaming, and playback capability;
• RF signal-generation capability using applicable I/Q data;
• Compatibility with the Government’s existing R&S FSW67 analyzer configuration and required digital-I/Q streaming interface;
• Required RF frequency range: 100kHz to 20GHz
• Required instantaneous bandwidth: 1GHz with 12 bits I/Q and 512MHz with 16 bits I/Q
• Required I/Q sample rate and data throughput: 1200Msamples/s
• Required storage capacity: 15 TB
• Required modulation, pulse, waveform, and output-performance functions: Amplitude, Frequency, Phase, Pulse and I/Q modulations.  Maximum RF output power levels greater than or equal to 20dBm across the frequency range.
• Required RF, Ethernet, digital-I/Q, and other interfaces: 10 Gigabit Ethernet, 40 Gigabit Ethernet and USB 3.0
• Delivery, installation, integration, training, calibration, warranty, and sustainment-support requirements; and
• End-to-end Government acceptance testing using representative Government-furnished I/Q data.

Requested Capability Statement Content

Interested sources shall submit a capability statement containing:

1. Company name, address, UEI, CAGE code, business size/status, and point of contact;
2. Identification of the source as the OEM, an authorized distributor, authorized reseller, or other provider;
3. A description of the proposed end-to-end technical solution;
4. Identification of all proposed hardware, software, licenses, adapters, interfaces, cables, and ancillary services;
5. Technical evidence demonstrating compatibility with the Government’s existing I/Q data files and test architecture;
6. Identification of any file conversion or preprocessing required and its effect on data integrity and signal fidelity;
7. A description of compatibility with the existing R&S FSW67 configuration and the required digital-I/Q streaming capability;
8. Evidence of prior successful performance of comparable I/Q recording, processing, streaming, playback, and RF signal-generation capabilities;
9. Estimated delivery lead time and a description of installation, integration, training, calibration, warranty, and sustainment support; and
10. A statement whether the source can provide the complete requirement as described in this notice.
