This combined synopsis/solicitation is expected to result in the award of a firm-fixed-price contract for the Electrical and Mechanical Engineering Trainers as described under the requirements section of this combined synopsis/solicitation and accompanying requirements attachment. This combined synopsis/solicitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only combined synopsis/solicitation; proposals are being requested and a written solicitation will not be issued. An award, if any, will be made to the responsible Offeror who submits a proposal that: 1. Conforms to the requirements of the combined synopsis/solicitation. 2. Receives a rating of "Acceptable" on the Technical Capability evaluation factor. 3. Contains the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is fair and reasonable. Submittal of quotes in response to this combined synopsis/solicitation constitutes agreement by the Offeror to all terms & conditions contained herein, which will also be the terms & conditions of any resulting contract. It is the Offerors responsibility to be familiar with the applicable clauses and provisions. Clauses and provisions in full text may be accessed via the Internet website http://farsite.hill.af.mil. The Government reserves the right to award without discussions or make no award depending upon the quality, price fairness, and price reasonableness of the proposals received. The combined synopsis/solicitation number for this requirement is FA8601-17-T-0246 and is hereby issued as a Request for Quotes (RFQ) using FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. Delivery Schedule: 8 Weeks ADC Delivery Destination: AFIT/CEC Attn: Capt. Scott Austin 2950 Hobson Way Buidling 643 Area B WPAFB OH 45433-7765 Delivery Type: FOB Destination (As defined in FAR 2.101-Definitions, the seller or consignor is responsible for the cost of shipping and risk of loss.) Inspection and Acceptance: Both inspection and acceptance will be by the Government at Destination. Requirement: The Civil Engineer (CE) School at the Air Force Institute of Technology (AFIT) requires engineering training equipment to supplement 6 Electrical (ENG 101, 470, 481, 571, 572, 576) and 6 Mechanical Courses (ENG 101, 466, 481, 560, 561, WTSS 464). All trainers must be portable (on wheels or in a hardened container for hand carry) to allow for quick transition from storage to operational status. The trainers must be safe for use within a hands-on classroom environment and allow for easy demonstration of educational principles. The system components must either be panel-mounted or bench-mounted to provide easy access for testing and troubleshooting. The Civil Engineer (CE) School at the Air Force Institute of Technology (AFIT) would like to supplement the existing curriculum with hands-on engineering trainers. Currently the curriculum is all taught through traditional methods (informal lecture with pictures and diagrams). The new engineering trainers will help reinforce key concepts by providing a hands-on learning opportunity. This will help encourage those students who are kinesthetic learners, and also provide an up close visual reference of components and concepts where students can safely experiment and troubleshoot. The engineering trainers will also be useful in our satellite courses because key concepts and theory will be demonstrated and broad-casted through a camera lens vs the traditional method of showing static pictures, tables, and diagrams. The specific requirements are as follows: Performance Requirements: This supply requirement is written in a performance based manner: - 7 Engineering Trainers in total. 4 for Electrical Engineering Curriculum and 3 for Mechanical Engineering Curriculum. All trainers must be portable, allowing for easy transition from storage to classrooms. If trainers require a power source, it will be provided through a traditional 3-prong outlet, that supplies 120VAC, 1-phase, 60Hz. - The trainers should not require any other constant utility input outside of electrical power (i.e water/wastewater hook-up) - The trainers should be safe to operate within a classroom environment and allow for testing and troubleshooting. - The trainers should store all their own components (cables, wires, hoses, etc). - The components on the trainers will be clearly labeled to be easily identified. - Trainers should come assembled and ready for operation - Trainer schematics and instruction booklets will be provided. Electrical Engineering Trainers: - Solar Photovoltaic Trainer - Must be able to demonstrate the entire process of converting solar energy to stored electrical energy. Must include a solar panel, an inverter, a high-capacity battery, and controls to monitor power from the solar panels. - Transformer Trainer - Will be used to teach basic transformer principles such as how magnetic flux in one coil will induce a current in the secondary coil. Must include capability to change transformer cores, coils, and air gap spacing. - Electricity Trainer - Must include all components necessary to teach about the behavior of electricity, to include basic electrical devices (inductors, capacitor, resistors), and basic circuit designs (series/parallel circuits, RLC, etc). All components must be plug-and-play without the need for soldering. All experiments must be performed at a low voltage level (>50V). - Transformer Simulator - Must be able to demonstrate the various connection topologies of a three phase distribution transformer bank to include (delta-delta, delta-wye, open delta-open delta, wye-wye, wye-delta, wye-open delta). Must have capability of simulating troubles within the system. To include common problems that could arise in a real-world scenario (high side phasing, open primary, open secondary, back-feeding, etc). Mechanical Engineering Trainers: - Variable Frequency Drive Trainer - Must be able to demonstrate how a variable frequency drive is used to control the characteristics of an electric machine. Must provide an understanding of how the input - Electrical voltage, current, and frequency can be used to control the speed and torque of the machine's rotor shaft. - Energy Management Trainer for Multiple Zones - Must demonstrate the installation, operation, and troubleshooting of a variable and constant volume air handler systems. Must have the capability for the student to manipulate air handler data points to include supply, outdoor, and mixed air temperature, damper and valve positions, fan speed of variable and constant air handler systems. - Series and Parallel Pump Test Simulator - Must demonstrate how a centrifugal pump operates in both series and parallel configurations. Must provide the ability for the student to determine and adjust the flow rate. The anticipated award is Firm-Fixed Price-Best Value. The Government will award a contract resulting from this combined synopsis/solicitation to the responsible Offeror whose offer conforming to the combined synopsis/solicitation will be most advantageous to the Government, price and other factors considered. Technical Capability and Price will be used to evaluate all offers. The quotations may be in any format but MUST include: 1. Proposing company's name, address, DUNS number, Cage Code, and TIN. 2. Point of contact's name, phone, and email. 3. Quotation number & date. 4. Timeframe that the quote is valid. 5. Individual item price. 6. Total price (Net 30), No Progress Payments. 7.
