RFP for ENHANCED USE LEASE (“EUL”) OPPORTUNITY COMMERCIAL POWER GENERATIONThe Department of the Army is soliciting competitive proposals for long-term Enhanced Use Leases (EULs) to develop commercial power generation facilities on non-excess land at seven military installations: Aberdeen Proving Ground, Fort Detrick, Fort Drum, Letterkenny Army Depot, Picatinny Arsenal, Tobyhanna Army Depot, and West Point Military Reservation. The selected offeror(s) will be responsible for fully financing, designing, permitting, constructing, owning, operating, maintaining, securing, and ultimately decommissioning a power generation project utilizing natural gas, geothermal, nuclear, or solar energy sources, with nuclear projects capped at 500 megawatts per unit. All power produced during normal grid operations must be sold to a third-party off-taker identified and secured by the lessee, while the facility must provide essential energy resilience to the Army during any grid outage exceeding four hours. The lease term will be fifty years, with the possibility of an additional renewal period if proposed by the offeror and approved by the Army. Consideration for the lease must equal or exceed the fair market value of the land over the lease term and may be paid in cash, in-kind, or a combination thereof, with a preference for in-kind consideration such as construction of new facilities, utility services, or property improvements beneficial to the Army. The project must be financially self-sustaining with no direct funding or contribution from the Department of the Army. Offerors must demonstrate proven financial capability, organizational experience, and a comprehensive project plan, with proposals evaluated on project description, project plan, financial capability, organizational structure, and the value of consideration offered, using a best overall value determination rather than solely on financial return. Proposals must be submitted as a single PDF file adhering to strict formatting and page limits, with separate submissions required for each installation or project. The lessee is responsible for all utility costs, infrastructure construction and maintenance, compliance with federal, state, and local laws including the Buy American Act and ADA requirements, prevailing wage standards, and stringent antiterrorism and force protection measures. Environmental regulations, including compliance with the Department of Defense’s NEPA procedures, must be met, and the lessee is required to carry comprehensive insurance, including pollution and underground storage tank liability coverage. The Army retains rights to inspect books and records for three years after lease termination, and all proposals are subject to FOIA with protections for confidential or proprietary material. The deadline for submission is June 29, 2026, and the Army

Electricity Supply 2026This solicitation, identified as FA665626Q0015 and titled Electricity Supply 2026, seeks a one-year firm-fixed price with economic price adjustment–actual price (FFP-EPA) contract for the delivery of 9,275,000 kilowatt-hours of electricity to Youngstown Air Reserve Base in Vienna, Ohio. Only offerors registered with the Public Utilities Commission of Ohio as electricity generators and possessing active, accurate certification in the System for Award Management with all representations and certifications fully completed will be considered; all four requirements are mandatory for eligibility. Quotes must be submitted in per-kilowatt-hour unit pricing, be valid for 15 days, and originate from domestic sources. All payments are to be processed exclusively through First Energy–Ohio Edison, and individual invoicing is prohibited. Proposals must be submitted on SF 1449 and delivered physically to the designated address, with no oral submissions or electronic portal submissions accepted. The contract is governed by numerous FAR and DFARS clauses, including those related to SAM registration, prohibitions on gratuities and improper payments, domestic sourcing, and cybersecurity requirements, with all applicable representations incorporated by reference. Evaluation will be based strictly on compliance with the unique requirements and lowest price, suggesting a lowest price technically acceptable approach, though references to trade-off language create ambiguity. The delivery point and acceptance location is the same, with inspection performed by the government, and invoicing must occur through WAWF using authorized electronic document types. The estimated contract value is $8,968,004, derived from projected annual consumption and pricing, and performance is set to begin at the start of the next billing cycle following award. The solicitation does not use set-asides, and while socioeconomic categories are listed, no self-certifications from offerors are indicated.
