The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for Construction Services for the Electrical Feeder Upgrades at Black Rock Lake Dam in Thomaston, Connecticut.  This announcement is to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns for this project.  The NAICS code for this procurement is 238210.  The project is planned to be issued in the Fall of 2026 with construction to take place in the Fall/Winter of 2026. The estimated construction cost is between $1,000,000 - $5,000,000.

Black Rock Lake Dam is situated on Branch Brook and is a part of a network of flood control dams and local protection projects built by the U.S. Army Corps of Engineers in the Naugatuck River Basin. The construction started in July 1967 and was completed in July 1971. It was built in response to the destructive flood of 1955.

The dam is located adjacent to Black Rock State Park along the Thomaston-Watertown line. The reservoir is on Route 109, two miles west of Thomaston and within one mile of the intersection of Route 8 and U.S. Route 6. The project consists of an earthfill dam with stone slope protection 933-feet long and 154-feet high; a gated 704-foot-long circular concrete conduit four feet wide and five feet high; and a concrete chute spillway channel with a 140-foot-long weir. The weir’s crest elevation is 20 feet lower than the top of the dam. About 1.9 miles of Route 109 were relocated to accommodate the project.

The work of this project involves electrical feeder upgrades at the Black Rock Lake Dam in Thomaston, Connecticut.  Specific work tasks include, but are not limited to, replacing the existing overhead dam feeder (which runs underneath a high voltage line) from the project office to a designated manhole with a buried conduit duct bank.

The existing gate tower feeder is in an existing buried duct bank which runs up the dam face and in exposed conduit beneath the gate tower bridge will be removed and replaced with new.  The fused disconnect at the existing overhead line end will be removed.  The existing manual transfer switches in the gate tower and project office will be removed.  The existing 480V Panel-A, transformer, and 120/208 Panel-B in the gate tower will be removed and replaced with new.  The existing service entrance circuit breaker and its enclosure will remain and be reused. Install new propane genset in the project office parking lot.  Install a new propane tank with an underground propane line connected to the genset.  The new genset will be sized to power both the project office and the gate tower on loss of utility.  The propane tank will be sized to provide 5 days of run time before needing to be refilled. Install a new properly sized automatic transfer switch to feed existing panel MDP-1 from either the existing utility feeder or the new propane genset.

Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, small business, etc.), as well as qualifications and experience in performing the work components stated above.  Please include at least two specific examples of the firm’s experience performing the work requirements stated above.  The projects must have been performed within the last seven years.  Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror’s effort and their experience must also have been performed within the last seven years.  Proof of bonding capability is required.   Responses are limited to twenty pages.  Responses are due by 6 April 2026.  Responses should be emailed to:

Construction of Chilled Water Plant and Site Utility Upgrades at VA Medical Center in West Haven, CT
Solicitation # W912WJ26RA008
Solicitation W912WJ26RA008 is a firm-fixed-price construction project for the Phase A2 Chilled Water Plant Replacement and Site Utility Upgrades at the VA Medical Center in West Haven, Connecticut. The scope includes the demolition of the existing chilled water plant and the construction of a new multi-story facility featuring chillers, cooling towers, pumps, and a new fuel tank farm. Site utility upgrades involve replacing fire protection and domestic water mains, creating utility main loops for chilled water, steam, condensate, and fire protection, and installing redundant electrical feeders and new water storage tanks. The project must adhere to DVA Physical Security Resiliency Design Requirements and is expected to achieve USGBC LEED Silver certification. Because the work occurs within an active medical campus, strict coordination is required to minimize operational impacts. The estimated contract value ranges from 75 million to 150 million dollars. Award is based on a best-value tradeoff process, with non-price factors—Past Performance, Management Approach, and Small Business Participation—combined being significantly more important than price. A minimum small business participation rate of 10 percent is mandatory for eligibility. Due to campus integration needs, the government has issued several justifications for other than full and open competition to require brand-name products from Johnson Controls, Siemens, and Assa Abloy, as well as specific SCADA programming services from AMAZ Consulting. Proposals must be submitted electronically via the PIEE solicitation module in both native and PDF formats.
