The NAVAIR Avionics Department is pursuing the development of advanced sensors and systems to support diverse Naval Aviation missions, including Air-Under-Sea Warfare, Airborne Strike, and Electronic Attack. While the scope encompasses various sensor types and deployment methods, this specific effort focuses on Electro-Optical, Radio Frequency, and Acoustic sensors, as well as Unmanned Aerial Vehicle technologies. The project leverages the Mini-LRAS3 platform to create an integrated UAV-compatible imaging system utilizing 3rd Generation technology. This system features a custom four field of view optical system for versatile surveillance and high-resolution imaging, offering superior range and spectral performance while significantly reducing volume and weight compared to heritage systems. Issued under Broad Agency Announcement N00421-08-R-0003, the contract is structured as a five-year Cost Plus Fixed Fee effort. This contract type was selected to manage the inherent risks and uncertainties of research and development, allowing the government to maintain control over the delivery schedule and redirect efforts toward specific performance objectives. The initiative aims to provide UAV programs with more advanced operational capabilities and imaging technology to enhance overall mission effectiveness.

Full Description

The NAVAIR Avionics Department (AIR-4.5) is looking to develop advancements to sensors (Acoustics, Electro-Optical, Radar, Magnetics, and other special sensors) and systems. The purpose of these sensors and systems is to support a variety of Naval Aviation missions including Air-Under-Sea Warfare (USW), Airborne Strike, Air Warfare, Counter-Air, Close Air Support and Interdiction, Defense Suppression, Electronic Attack, Naval Warfare and Amphibious, Strike, and Anti-Surface Warfare. Most of the sensors and systems will be air deployed (via manned or unmanned aircraft), but ground, surface, and undersea deployable sensors will also be included when mission driven. The Broad Agency Announcement (BAA) that was issued by AIR-4.5 was concerned directly with Electro-Optical (EO), Radio Frequency (RF), and Acoustic Sensors, as well as Unmanned Aerial Vehicles (UAV's) Technologies. The awarded effort will develop a program for the NAVAIR Avionics Department (AIR-4.5) that leverages the existing Mini-LRAS3 platform to provide an integrated UAV-compatible imaging platform using 3rd Generation imaging technology. The Oasys mini-LRAS3 positions them to transition the technology to an airborne platform, more range and spectral performance than any currently fielded system bounded by similar volume and weight restrictions. The mini-LRAS3 system uses a 3rd Generation engine and a custom four field of view optical system. This optical system enables the user to select between wide area surveillance, two moderate area surveillance settings, and high resolution imaging of specific areas of interest. Mini-LRAS3 exceeds the current LRAS3 range requirements in a package that is approximately half the volume and one-third the weight of the heritage LRAS3. The mini-LRAS will offer AIR-4.5 UAV technologies programs a more advanced operational range and more advanced imaging technology. This award is issued off a Broad Agency Announcement (BAA), N00421-08-R-0003, and will be a five (5) year Cost Plus Fixed Fee Effort. This is the most appropriate type of contract, since there are uncertainties and risks associated with a research and development contract. CPFF provides the Government control of delivery schedule, ease of redirection of effort, and emphasis on performance objectives.

Engineering and Technical Services for Support Equipment Department at NAWCADLKE
Solicitation # N6833527R1000
Solicitation N6833527R1000 is a total small business set-aside for comprehensive mechanical and electrical engineering and technical services to support the Support Equipment Department at the Naval Air Warfare Center Aircraft Division Lakehurst, New Jersey. The scope of work includes the design, development, acquisition, evaluation, sustainment, and logistics of support equipment and aircraft launch and recovery equipment across organizational, intermediate, and depot-level maintenance environments. Technical activities involve utilizing industry-standard design tools such as AutoCAD and LABVIEW, performing avionics fault detection, managing data in platforms like AUTOSERD and SERMIS, and participating in critical design and system engineering reviews. The contract is structured with a five-year period of performance, consisting of one base year and four option years, with a maximum duration of five years and six months. The government will award one task order based on a best-value tradeoff analysis, where technical and past performance factors are significantly more important than cost. Technical evaluation focuses on the understanding of the work and key personnel resumes, the latter of which is a pass/fail requirement that can render a proposal unawardable. A material condition for award is the possession of CMMC Level 2 self-certification. Administrative requirements include the use of the Wide Area WorkFlow system for invoicing and adherence to strict cybersecurity standards, including NIST SP 800-171. Proposals must be submitted electronically via the PIEE portal by December 3, 2026, following specific volume and page limit constraints.
