The contract solicits six units of electrocardiograph electrodes and defibrillation pads specifically designed for use exclusively with the Cardiac Science PowerHeart G5 automatic and semi-automatic AEDs, with an additional three units listed under a separate line item, all to be delivered within 20 days of order placement. All items must have a non-extendable 24-month shelf life, and no more than three months may have passed between the manufacturer’s production date and the government’s receipt date to ensure product freshness and reliability. The items are regulated by the FDA and must comply with the Medical Marking Standard No. 1, which supersedes MIL-STD-129; labeling must include the NSN, manufacturer and CAGE code, date of manufacture, expiration or retest date, and contract or lot number. Packaging must adhere to commercial standards as specified in the procurement document, with each unit sealed in a protective container and shipped in commercial exterior containers suitable for safe transport via common carrier to the destination, which includes military addresses in San Diego and FPO AP 96671-4077 under FOB destination terms. The solicitation falls under the Defense Logistics Agency’s Master Solicitation for Automated Simplified Acquisitions Revision 105 and incorporates numerous Federal Acquisition Regulation and Defense FAR Supplements, including requirements for cybersecurity safeguards under DFARS 252.204-7012, prohibitions on covered defense telecommunications equipment, compliance with the Buy American Act and Berry Amendment, and adherence to the Defense Priorities and Allocations System as a DX-rated order. Contractors must use the Wide Area Workflow system for electronic invoicing and receiving reports, maintain current SAM registration, and comply with clauses covering employment eligibility, human trafficking prevention, equal opportunity, whistleblower rights, and contractor cybersecurity incident reporting. Offerors must submit quotes via the DIBBS portal by August 17, 2026, and although the solicitation is not a small business set-aside, HUBZone price evaluation preferences may apply. All technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, and contractors must register with DLA’s Account Management & Provisioning System to access the Vendor Shipment Module prior to shipment.
