AI Contract Overview
The contract pertains to the procurement of electronic braking systems under NSN 2530-01-686-3212, with a firm fixed price structure and a quantity of 100 units to be delivered 233 days after award. Delivery is required to the Defense Logistics Agency facility in New Cumberland, Pennsylvania, with FOB origin terms, though offerors may propose FOB destination if it provides better value. Packaging must strictly adhere to MIL-STD-2073-1E, including preservation method 41 (clean and dry), jute cloth cushioning, and standard unit containers, while marking complies with MIL-STD-129, requiring NSN, contract number, lot number, CAGE codes, and part number on each unit. Special marking for Product Verification Test samples must clearly state “Product Verification Test Samples. Do Not Post to Stock” alongside contract and lot details. Item Unique Identification (IUID) per MIL-STD-130 is mandatory. The technical data involved is subject to export control under ITAR or EAR, restricting disclosure to foreign persons without prior authorization from the Department of State or Commerce; only DLA contractors with approved JCP certification, completed training, and authorized access may handle this data. Cybersecurity compliance is critical, requiring CMMC Level 2 certification through a certified third-party assessment organization or self-assessment, and adherence to DFARS 252.204-7012, which mandates implementation of NIST SP 800-171 controls, cyber incident reporting within 72 hours via DIBnet, and flow-down of these requirements to all subcontractors handling covered defense information. The contract prohibits ozone-depleting chemicals and requires use of approved source control drawings. Evaluation factors prioritize past performance, offered delivery, and price in a best-value trade-off process, not lowest price technically acceptable. Payment is exclusively processed through WAWF, and invoicing must align with the required document types under this system. The solicitation is not a small business set-aside, and proposals must be submitted electronically by May 15, 2026, through WAWF.
