Full Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the commercial procedures of the Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation; quotations are being requested and the written RFQ is attached.
The U.S. General Services Administration (GSA), Federal Acquisition Service, Supply Chain Management Contracting Division, General Supplies and Services (GSS) – Direct Demand Branch, is issuing an open-market, firm-fixed-price requirement to upgrade the Electronic Security System (ESS) at NAVCOMTELSTA Far East (NCTS FE), Yokosuka, Japan.
The requirement is to replace the existing Johnson Controls P2000 ESS with the Johnson Controls CCURE system at NCTS FE. Work includes installation and integration of CCURE and associated iSTAR hardware, replacement of end-of-life ESS components, migration of all user data and configurations from P2000 to CCURE, system operational verification testing, and proper disposal/recycling of removed equipment outside U.S. Government property. This acquisition will be conducted as an unrestricted, open-market buy using commercial services procedures under RFO Part 12. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Only quotations that meet all technical requirements, including Johnson Controls CCURE OEM authorization for work in Japan and SOFA-covered U.S. personnel staffing as specified in the RFQ, will be considered for award; among those, the Government intends to award to the offeror with the lowest total evaluated price.
Quotes shall be submitted by email to Tabitha Smith, Contracting Officer, at tabitha.smith@gsa.gov, in accordance with the instructions in the RFQ. Offerors must reference the Notice ID from this posting in the subject line of their email when submitting quotations and when submitting any written questions.
During the solicitation period, the Government received written vendor questions concerning the requirement. Because certain questions and answers could affect vendors’ understanding of the scope and preparation of quotations, the Government determined that fairness and equal access considerations supported issuance of a solicitation amendment containing a sanitized questions-and-answers attachment to all interested vendors. Information not suitable for public release was withheld or generalized for security reasons. This approach avoided providing any one vendor a competitive informational advantage while protecting nonpublic security-sensitive details.
