The U.S. General Services Administration is seeking quotations under an open-market, firm-fixed-price solicitation to upgrade the Electronic Security System at NAVCOMTELSTA Far East in Yokosuka, Japan, replacing the legacy Johnson Controls P2000 system with the Johnson Controls CCURE system along with integrated iSTAR hardware. The scope includes full installation and integration of the new system, migration of all existing user data and configurations from the P2000 platform, operational verification testing, and proper disposal or recycling of decommissioned equipment. Work is restricted to three specific buildings on the installation, and all hardware listed—including CCURE servers, client workstations, controllers, card readers, and networking components—must be provided as specified. The solicitation is conducted under the Revolutionary FAR Overhaul Part 12 commercial procedures, with award to be made on a Lowest Price Technically Acceptable basis. To be eligible, offerors must be certified Johnson Controls CCURE integrators authorized to perform work in Japan, and must demonstrate a viable plan to deploy SOFA-covered U.S. citizen technicians who can secure and maintain base access under stringent security and vetting requirements. All personnel must comply with U.S. Forces Japan Instruction 64-100, including maintaining valid identification credentials, managing entry and exit documentation, and returning all government-issued access materials upon departure. Quotations must be submitted as a single email with three clearly defined parts: a technical narrative detailing the approach and timeline for project execution; a firm-fixed-price proposal broken down by CLIN 0001 (labor/services), CLIN 0002 (hardware/materials), and CLIN 0003 (training and post-installation support); and administrative documentation proving current OEM authorization from Johnson Controls. All pricing must be in U.S. dollars and inclusive of all costs including labor, materials, travel, and applicable taxes, excluding those waived under SOFA or treaty provisions. The contract requires work to begin within 30 calendar days of award and complete within 60 calendar days of on-site mobilization, with all U.S. federal holidays, weekends, and Japanese holidays excluded from the schedule. Offerors must also be registered and current in the System for Award Management, comply with all relevant FAR clauses including safeguarding of contractor information systems and prohibitions on certain telecommunications equipment, and flow down SOFA and personnel requirements to any subcontractors performing work in Japan. Responses must reference the solicitation number 47QSSC-2

Full Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the commercial procedures of the Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation; quotations are being requested and the written RFQ is attached.

The U.S. General Services Administration (GSA), Federal Acquisition Service, Supply Chain Management Contracting Division, General Supplies and Services (GSS) – Direct Demand Branch, is issuing an open-market, firm-fixed-price requirement to upgrade the Electronic Security System (ESS) at NAVCOMTELSTA Far East (NCTS FE), Yokosuka, Japan.

The requirement is to replace the existing Johnson Controls P2000 ESS with the Johnson Controls CCURE system at NCTS FE. Work includes installation and integration of CCURE and associated iSTAR hardware, replacement of end-of-life ESS components, migration of all user data and configurations from P2000 to CCURE, system operational verification testing, and proper disposal/recycling of removed equipment outside U.S. Government property. Full details are provided in the attached Statement of Work (SOW).

This acquisition will be conducted as an unrestricted, open-market buy using commercial services procedures under RFO Part 12. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Only quotations that meet all technical requirements, including Johnson Controls CCURE OEM authorization for work in Japan and SOFA-covered U.S. personnel staffing as specified in the RFQ, will be considered for award; among those, the Government intends to award to the offeror with the lowest total evaluated price.

Quotes  shall be submitted by email to Tabitha Smith, Contracting Officer, at tabitha.smith@gsa.gov, in accordance with the instructions in the RFQ. Offerors must reference the Notice ID from this posting in the subject line of their email when submitting quotations and when submitting any written questions.

During the solicitation period, the Government received written vendor questions concerning the requirement. Because certain questions and answers could affect vendors’ understanding of the scope and preparation of quotations, the Government determined that fairness and equal access considerations supported issuance of a solicitation amendment containing a sanitized questions-and-answers attachment to all interested vendors. Information not suitable for public release was withheld or generalized for security reasons. This approach avoided providing any one vendor a competitive informational advantage while protecting nonpublic security-sensitive details. The attachment  is labeled: Amendment No. 0001 – Solicitation Questions and Answers Addendum.

This is a small business set-aside, with the North American Industry Classification System code 561621 and a size standard of $25 million. The acquisition follows Federal Acquisition Regulation Part 12 for commercial services and incorporates standard clauses including 52.212-4 and 52.212-5, with specific provisions on combating trafficking, discouraging text messaging while driving, and electronic fund transfers. Offerors must be registered in SAM.gov with current representations and certifications on file, and must submit responses by July 30, 2026. Proposals must include a detailed management approach for overseeing BPA call orders, resumes of key personnel, past performance on three relevant projects, and a standalone price submission for a specific Electronic Security System plan for Sector Humboldt Bay, California, broken down by labor, materials, and equipment. The government will evaluate offers based on non-price factors over price, though price will be assessed for completeness and reasonableness, with potential award to higher-priced vendors if non-price merits justify it. Offers must be sent via email, include contact details of an authorized representative, and remain valid for at least 30 days. All pricing must be presented with no more than two decimal places. This solicitation does not obligate the government to award or issue orders, nor does it cover bid preparation costs.
