Some of the work to be performed with this effort includes identifying legacy and emerging threat radar capabilities, generate a system architecture design document, provide radar modeling development environment for SERCE, demonstrate initial SERCE RF transmission, receive, and measure functionality, implement RF return functionality for radar modeling closed loop radar operations, develop responsive radar modeling functionality for automated response to received RF, and demonstrate closed loop SERCE operation. Deliverables include quarterly status technical interchange meetings with final reports. This proposed contract action is to obtain services for which the Government intends to solicit and negotiate with only one source, Mercer Engineering Research Center (MERC), CAGE 0AC45, under authority of FAR 6.302-1.
