Electronic Waste Recycling Services

The County of Alameda’s General Services Agency is seeking a qualified contractor to provide comprehensive electronic waste recycling and disposal services for surplus electronic equipment from county agencies, including computers, servers, monitors, printers, and other miscellany. The contract is structured as a three-year revenue-generating agreement with an option to extend for two additional years, requiring the successful bidder to pay the County a minimum guaranteed revenue stream through the recycling, resale, and reuse of e-waste materials under an R2-certified recycling model or through partnership with an R2-certified vendor. All operations must comply with federal, state, and local environmental regulations, with strict requirements for material tracking, reporting, and separation of plastics. Bidders must submit a complete Bid Response Packet including a Table of Key Personnel with limited résumés, Debarment and Suspension Certification, Small Local Emerging Business (SLEB) Information Sheet, and other supporting documents via the County’s online procurement portal, with submissions accepted only in PDF format and pricing entered through a specified electronic form. The evaluation is based primarily on the highest proposed revenue to the County, balanced against the bidder’s responsibility and responsiveness, not on the lowest price. Performance includes timely pickup and delivery logistics, submission of detailed reports on material weights and payments within five days of pickup, and payment disbursement to the County within 30 days. A dedicated account manager must be assigned, and the contractor must maintain a computerized tracking system, with inspection authority held by the County at designated facilities including the GSA-Property & Salvage location in San Leandro and various County sites across Alameda County. SLEB participation is mandatory, with eligible bidders receiving a 5% bid preference and subcontracting arrangements requiring reporting through the Elation Systems platform. Payment processing is manual, requiring an itemized list and County Purchase Order number, with all communications directed to the Procurement & Contracts Specialist at GSA. Termination rights and performance evaluations are reserved by the County following an initial 120-day assessment period.
