The Government will monitor performance using a Quality Assurance Surveillance Plan with a threshold of no more than one customer complaint per month. Payments will be made via firm-fixed price against properly formatted invoices submitted to the designated office, and the contractor must flow down mandatory clauses related to ethics, whistleblower rights, labor standards, equal opportunity, and cybersecurity prohibitions to any subcontracts. The contract incorporates numerous FAR clauses including those on minimum wages, paid sick leave, tax compliance, and restrictions on internal confidentiality agreements and subcontractor sales to the government.
