Elevator Preventive Maintenance Services

The American Embassy in Monrovia is seeking a contractor to provide comprehensive preventive maintenance services for three Otis elevators located at 502 Benson Street, Monrovia, Liberia, under a firm-fixed-price contract structured with a base year and four optional one-year periods, with the fourth option extending for six months. The contractor is responsible for ensuring the elevators remain in safe, reliable, and efficient operating condition by performing twice-monthly inspections and servicing, providing 24/7 emergency response and same-day repair services, and maintaining an accessible inventory of genuine manufacturer parts or COR-approved equivalents. All work must comply with Otis manufacturer specifications and include safety inspections, testing, and maintenance of critical components such as interlocks, door closers, and buffers. The contractor must supply all personnel, transportation, tools, equipment, and materials required for the scope of work, and submit a detailed maintenance schedule for COR approval before commencing services, along with signed checklists after each service visit. The contract requires the contractor to maintain a Unique Entity Identifier and CAGE code throughout the contract term and to be currently registered in SAM with all applicable representations and certifications submitted electronically. Offerors must submit a three-volume proposal including SF-1449, a business profile with performance history, and general requirements such as Liberian business registration or a plan to establish local presence within 30 days of award, SAM registration, a DBA quotation, and local insurance documentation. The evaluation is based on pass/fail gates for technical acceptability and responsibility, with award going to the lowest-priced, technically acceptable, and responsible offeror; unreasonable prices may be rejected. The Government will monitor performance using a Quality Assurance Surveillance Plan with a threshold of no more than one customer complaint per month. Payments will be made via firm-fixed price against properly formatted invoices submitted to the designated office, and the contractor must flow down mandatory clauses related to ethics, whistleblower rights, labor standards, equal opportunity, and cybersecurity prohibitions to any subcontracts. The contract incorporates numerous FAR clauses including those on minimum wages, paid sick leave, tax compliance, and restrictions on internal confidentiality agreements and subcontractor sales to the government.
