The U. S. Nuclear Regulatory Commission (NRC) intends to enter into a sole source contract with Otis Elevator Company for the maintenance of Otis Elevonic 401 elevators. Otis Elevator Company is uniquely qualified to provide this service because Otis Elevator owns the Otis Maintenance Tool (OMT), a proprietary tool used to interface with the processor and software on the Elevonic 401. Only Otis Elevator has access to this tool. In addition to the OMT, Otis REM (Remote Elevator Monitoring) allows Otis Elevator to remotely monitor the elevator control systems 24 hours a day, 7 days a week and provide interactive communication with the 401 controllers to identify and diagnose software and processor faults. This is not a request for competitive proposals. Requests for copies of this solicitation will not be honored unless the respondent provides evidence showing their capability to perform the required services. Inquiries regarding this announcement may be made to Neha Dhir, Sr. Contract Specialist by phone at (301) 415-6594 or via e-mail at neha.dhir@nrc.gov. See Numbered Note 22.
